What is a Municipal Utility District (MUD)
A municipal utility district, or MUD, is a political subdivision of the State of Texas, like a county or school district, created by the Texas Legislature or Texas Commission on Environmental Quality (TCEQ). A MUD is created by the State over a limited area to provide water, sewer, drainage, park and recreational facilities, and roads.

Waste Water Treatment Plant to service approximately 2500 single family homes.

Bishop Airfield Ranch WWTP to be located .05 miles southwest from the intersection of Bishop Road and Whitehead Road, in Royse City, Texas 75189

Out take pipe for effluent discharge to empty into Renfro Creek, then into South Fork Sabine River and then into Lake Tawakoni. Per the TCEQ application effluent discharge is not to exceed 1,180,000 gallons a day.

Water for the subdivision will be provided by 7 wells drawing from the Nacatoch Aquifer.

Community Meeting Recap
Just a brief overview of the November 13th meeting. We are hoping this meeting provided information about the project, activities that need to be conducted, and how we plan to move forward. We continue to learn something new daily! Below is the definition of what a Municipal Utility District is and how it is operated. Attached is the presentation but the actual powerpoint is too large to send. I am hoping everyone can open this one.
WHAT IS A MUD?

A Municipal Utility District (MUD), is defined as a special-purpose district created to provide infrastructure and public services to a specific area. Its main purposes include:

Water, sewer and storm drainage.

Infrastructure development in areas not yet developed. This is supposed to help meet the needs a growing communities.

MUDs are responsible for maintaining the utility systems.

MUDs have a TAXING Authority. They can levy taxes and issue municipal bonds to finance the construction and maintenance of utilities and infrastructure.

MUDs are governed by an elected board of directors, who make decisions on budget, taxes and services. This is supposed to give local residents control over utility services.
HOW CAN WE FIGHT?

File a complaint with TCEQ. Tell them about your concerns about the wastewater treatment plant. Focus on the flood concerns, the water quality issues and the shear volume of extra water that will be dumped into Renfro creek.

Request a TCEQ Hearing.

Sign the petition asking the Texas Legislature to investigate the overreach of MUD Taxing districts.

Currently there are 227 complaints, 7 requests for a hearing and 6 requests for a meeting.

We had several areas where volunteers are needed, however, we did not get the response we were hoping for. We still need additional people to assist.

Our goal is to educate and empower residents about the implications of MUDs and specifically this development. We aren't opposed to community growth. We are opposed unplanned growth.
